DIRECTOR OF NURSING
SUMMARY OF POSITION:
Responsible for the planning, organization, direction, supervision and evaluation of all the nursing services provided in four Article 28 clinics that handle approximately 30,000 visits a year. Ensures that all nursing activities are in compliance with federal, state and local regulations and Phoenix House client care policies and programs. Ensures the maintenance of all required records and reports concerning client care. Ensures the orientation and training of nursing services personnel. Manages the Nursing department within budget including service volumes. Follows all Phoenix House policies and procedures.
TYPICAL RESPONSIBILITIES
1. Supervisory Responsibilities • Makes daily work assignments; directs the work of employees; schedules lunch and rest breaks; authorizes early departure from work; authorizes overtime. Reassigns employees from one area to another area as facility needs dictate. Prepares written evaluations of assigned employees. Enforces facility policies with authority to issue Disciplinary Action Reports as needed. In conjunction with Human Resources, recommends the suspension or termination of employees for rules violation. Initials time records to authorize variances. Interviews applicants that will be assigned to his/her area of responsibility. Receives and handles employee complaints. Participates in training programs and assists in orientation of new staff.
2. Plans, organizes, directs, supervises, and evaluates all nursing services provided in the facility to achieve desired clinical and financial outcomes. Establishes and makes adjustments to nursing schedules to distribute required nursing skills at each clinic and arranges changes in staffing on the basis of changing unit census, workload, and the needs of residents/clients.
3. Ensures that each Article 28 facility is in compliance with all regulatory requirements and clinical standards.
4. Ensures physicians make visits as required.
5. Develop, assign or review the development and modification of plans reflecting up-to-date doctor’s orders and a nursing evaluation of each patient’s needs and responses to medical and nursing care.
6. Ensures necessary equipment, supplies, and staffing are available for the delivery of the prescribed resident/client care.
7. Completes rounds of the facilities on a regular basis to ensure compliance with all policies, procedures and regulations.
8. Ensures each resident’s/client’s RAI/IPOC process is carried out on a timely basis.
9. Ensures that patient care conforms to plans and doctors orders; ensure safety, security and housekeeping practices, and maintenance of charts and records to conform to all state and federal regulations and policies.
10. Ensure that medical records are correctly maintained and that all billing paperwork is properly completed with CPT/HCPCS codes and ICD-9 diagnosis codes in order to be processed by eMedNY under the APG payment methodology.
11. Is responsible for recruitment, training, supervision, scheduling, and personnel issues in the nursing department.
12. Ensures the maintenance of licensure status for all nursing employees.
13. Manages the nursing department budget.
14. Works with regional management and facility management to continuously improve the quality of resident/client care.
15. Coordinates Infection Control, Performance Improvement, and other concurrent review functions of the facility.
16. Represents the facility in various professional and community activities.
17. Ensures customer service standards for the nursing department.
18. Plans and organizes orientation and in-service training for staff members, and participates in guidance and educational programs.
19. Ensures nurses receive written evaluations as required.
20. Interviews applicants that will be assigned to his/her area of responsibility.
21. Provide leadership and direction in accordance with organizational and departmental goals and objectives.
22. Promote effective communication with physicians, nursing, and facility management to ensure continuous, adequate treatment and care of clients/residents.
REQUIRED QUALIFICATIONS:
A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities is required:
Bachelor of Science degree in Nursing from an accredited college or university preferred in nursing
Current State of New York RN or NP license/certification
Minimum five (5) years experience in a Nursing Director or administrative position requiring management and supervision expertise.
Minimum three (3) years experience in an environment that handled a high volume of clients.
Knowledge of APG payment methodology a definite plus.
